Development of a comprehensive digital services catalog covering all citizen-related processes.
Challenge & Objective:
For two main reasons:
To redesign and strengthen the Collectivity’s digital identity.
To improve citizens’ daily lives through simpler and more accessible digital public services.
The process :
By developing a showcase website
building on the existing foundation,
without a “big bang” overhaul or reinventing everything,
but favoring an interactive, step-by-step approach — from screen design to development and cloud data implementation.
Before
A site that was not scalable and difficult to manage.
A website poorly adapted for mobile browsing

After
A clearer, more engaging design aligned with digital standards.
A fully responsive approach, enabling access from any device.
Implementation of a CMS allowing all teams within the Collectivity to collaboratively update and manage the website.

By creating an online citizen portal
The idea: start from the needs of citizens and local government agents to deliver digital services perfectly tailored to them. The focus was placed on UX (User Experience) — making technology seamless and invisible to the user.
The first milestone of this initiative was the creation of a digital income declaration journey for the 2023 tax declaration campaign.
Mission scope: scalable platform design and architecture
Deliverables: mockups and user testing to validate the approach
Development: build and user testing followed by production release for the 2023 income tax declaration campaign
Before
Tools that were difficult for Collectivity agents to use.
A complex declaration and collection process requiring citizens to travel to the public finance center.
A rigid model based on outdated national standards.

After
Modernized, more user-friendly solutions.
Implementation of an online declaration and payment system.
Features designed to account for the specific tax regulations of the Collectivity of Saint-Martin.

Result & Benefit:
Thanks to Synako, the Collectivity of Saint-Martin is progressively implementing digital solutions tailored to its territorial specificities, simplifying the daily lives of both citizens and public agents, without a disruptive “big bang” approach.
With a clear objective: to build a comprehensive catalog of online services, extending this digital simplicity to all citizen processes.
